According to the Bible St. Michael, who holds the scales shown here, weighed the souls of the dead to decide whether they would go to heaven or hell, depending on their conduct in life. Here, you can see one devil standing menacingly in the basket while the other pulls the rope, trying to swing the balance in the devils’ favour.  Scary!
